MINUTES OF THE PARISH COUNCIL MEETING

Held on Wednesday 30 September 2009

at Sherfield English Village Hall

 

PRESENT

Cllrs. Pybus (in the chair), Dovey, Leigh, Newman and Cllr.-elect Mrs. S. Cook.

 

ALSO PRESENT

One member of the public and Mr. J. Hartley (Parish Plan Co-ordinator).

MINUTES OF PREVIOUS PARISH COUNCIL MEETING

The minutes of the meeting held on 25 August 2009, which had been circulated, were approved and signed by the Chairman as a true record

 

MATTERS ARISING FROM MINUTES OF PREVIOUS MEETING

There were none.

 

NEW MEMBERS

Mrs. Sheila Cook, co-opted at a previous meeting, was welcomed to the Parish Council. Mrs. Cook duly signed a declaration of acceptance of office and took up her seat.

 

OPEN FORUM

Diversion of footpath at Horseshoe Farm

The owner of Horseshoe Farm reported that there had been some 12 withdrawals from the petition that had been started against the order that Hampshire County Council intends to make. There are approximately 45 signatures remaining on the petition. The procedure leading to a public enquiry continues and work on the footpath has been halted in the meantime.

 

PLANNING APPLICATIONS

The Planning Committee resolved that it wishes to visit the site before submitting its comments

PARISH PLAN

Mr. J. Hartley reported. There had been a lively exchange of e-mail correspondence on the issue of speed limit reduction and traffic calming in the village, initiated on the basis of the action plan formulated within the Parish Plan. Whilst members agreed that traffic calming measures were needed, it was felt that no action by the Parish Council is needed at present.

Mr. Hartley hopes to commence work on a Village Design Statement later in the Autumn.

 

APPOINTMENTS

Chairman of Planning Committee

RESOLVED that this be held over until there is a meeting of all members and that Cllr. Pybus be appointed as Chairman of the committee in the interim.

 

HIGHWAY ISSUES

A reply is still awaited from Mr. D. Irving of Hampshire Highways to arrange a meeting in the village and to point out the defects and issues that the Parish wishes to be resolved.

One application had been received. RESOLVED that the candidate be invited to an interview at 7.00 pm on 28 October.
