Motorcycle Bays
Council to Offer Specialised Resident Permits
Motorcyclists will find it easier to park in Kensington and Chelsea now that the Council is introducing permit-only motorcycle bays and increasing the number of sites where visitor motorcycle bays are provided.
The Council has carried out a full-scale review of its motorcycle parking provision and is to become the first local authority in London to offer specialised resident permit-only motorcycle bays.
This will be done by converting some existing visitor motorcycle bays to permit-only and supplementing this with additional bays to give complete coverage of the borough. As part of the scheme, high security ground anchors will be installed in all motorcycle resident permit-only bays. The capacity of existing visitor motorcycle bays will be increased in areas of high demand.
Cllr Daniel Moylan, Deputy Leader of the Council and Cabinet Member for Planning Policy, Housing Policy and Transportation, said: “Demand for motorcycle parking has increased significantly since the introduction of the congestion charge in 2003 and this is almost certain to continue when the congestion charge zone is extended, against the Council’s wishes, in February 2007. By introducing specialised parking bays for motorcyclists we will be able to accommodate this trend and ensure that all motorcycles are parked safely.”
The new scheme will benefit residents and motorcyclists alike by re-locating motorcycles from general resident parking bays where they are vulnerable to being knocked over by other parking vehicles to dedicated bays where it is possible to provide security features such as the ground anchors mentioned previously.
To offset the cost of the scheme and the improved security facilities, the Council will be increasing the cost of a motorcycle parking permit from £18 to £50 for a standard permit later next year. To promote road safety in this most vulnerable of road user groups, a discounted permit of £35 will be offered to those residents holding a nationally recognised advanced rider certificate.
There are currently 187 motorcycle bays in the Royal Borough with a capacity of 1,564 motorcycles. In the past, these bays have been implemented on an ad hoc basis, normally at the request of residents. Under the new scheme, there will be a co-ordinated network of bays providing exclusive parking for a total of 2,630 motorcycles.
Petition to Council
28 June 2006
Councillor David Campion presented a petition containing 27 signatures to the Council meeting on 28 June. The prayer of the petition read:
“We, the undersigned, request your support to extend resident parking hours in the Ladbroke Road area to seven days per week (8.3Oam - 10pm)
The reasons given were as follows:-
1. The “World Famous” Portobello Road Market brings many home and foreign vehicles into our ward on Saturday afternoons and the thriving bar/club/restaurant scene attracts as many on Saturday evenings.
2. The Fundamentalist Elim Pentecostal (Texas) Kensington Temple runs non-stop worship from 9am to 9pm on Sundays which prevents any residents from parking.
3. We note that streets under control of Westminster Council which border our Ward have already had parking controls, which we now request, for many years, despite the fact that their streets do not suffer parking problems to the extent that our streets do.
4. We strongly urge you to support us and look forward to your reply.”

Borough Task Force Borough Task Force hits the streets of Kensington and Chelsea
A new Task Force hit the streets of Kensington and Chelsea this week (Monday 17 Jan) in a bid to target priority crime.
The new unit has been set up by the Borough Commander Ch Supt Dominic Clout to tackle burglary, drugs supply, street and motor vehicle crime across the Royal Borough.
The Task Force is made up of three units – including the bike team that has been operating on the borough for the past two years – and is headed by Inspector Tim Cummins who is in charge of three sergeants and 24 PC's.
All the officers for the new unit were selected because of their experience, enthusiasm and competency of policing operations.
The unit will have both uniformed patrols and plain-clothes officers using a variety of different tactics to address the individual problems and crime trends that may be occurring across the borough.
Kensington and Chelsea operate sector-style policing which has a wide-ranging remit and previously it was sometimes difficult to respond to ‘happening’ crime trends such as snatch or robbery.
The Task Force will now be able to provide the flexibility by being able to cross over the sector boundaries currently in place as well as being able to support the sector inspectors and address any particular crime or trend that may be occurring in their area. Inspector Tim Cummins said: ‘The Task Force will be striking a balance between community policing and the ability to respond to crime happening across the borough by having the ability to be rapidly deployed across boundaries.’

Following the closure of the Westbourne Grove Post Office, Z Punjani, at 2 Ladbroke Grove, has now extended its post office counter service until 4pm on Saturday afternoons and 10am - 2pm on Sundays. It also now provides the facility to deal with Car Tax. [Tel: 020 7727 4394]
Ward Web Site This Web Site has been designed by Councillor David Campion, in consultation with Councillor Barbara Campbell and Councillor Doreen Weatherhead, specifically to provide information and contacts for residents of Pembridge Ward in the Royal Borough of Kensington and Chelsea.

It is also an attempt to use Internet technology to provide better communication between councillors and their local residents and business community over a relatively small and local geographical area. It could well set a precedent for other Wards within the Royal Borough to follow.

The Web Site is subject to a continuous process of evolution and updating in order to reflect comments made by residents and requests for further information.

General Internet Use The Government has set a target for all possible Central and Local Government transactions to be carried out electronically by 2005.
The speed at which people are getting access to the internet is phenomenal. 9m people now have access at home. A fifth more people are connected every six months.

This development has the potential to transform public services, making it far easier to provide out of hours access to information and services. Electronic service delivery also has the potential to:
* speed up transactions between residents and their council;
* give people more influence over the services they use and the way they access them.

The speed of change is illustrated by developments with council websites. 86% of councils in the UK now have websites – 13% more than a year ago. Of those sites:
* around half are purely promotional, with no interactive element; but
* a fifth of the sites reviewed a year earlier had improved and
* 7% had substantive interactive content.

Key issues councils are addressing in developing their websites include:
* allowing transactions to be carried out on them;
* establishing better links and help facilities.

Population Increase Estimates of population are difficult to make. Using the Office of National Statistics (ONS) and the Greater London Authority (GLA) figures it is estimated that the population of Pembridge Ward has increased by 893 (11%) between 1996 and 1999; this compares with an average of 13% over the borough as a whole.

Car Ownership etc The percentage of households within Pembridge Ward that have at least one vehicle are estimated to be: 1981 (36.2%) 1991 (48.3%) where the estimate of the total number of cars in 1991 was 1,930. The next set of information is not due until next year. Within the Borough as a whole there are currently 42,729 resident permits that have been issued and there are 6,102 Pay & Display Bays for use by non-permit holders of which 299 are in Pembridge Ward.
